Navor Redondo Proctor was born May 1924 in Tucson, AZ. He lived at the Proctor ranch near Madera Canyon and went Continental school, Tucson High School and graduated from the University of Arizona with a degree in Law (1950). While at the University he was on the Rodeo Team and member of Phi Alpha Delta.

In 1942-43 Navor enlisted in the U.S. Military and school was on hold for WWII.

He married Harriet Rawlings in 1948 and moved to Globe, AZ after graduation from the University of Arizona. Navor and Harriet had two children.

In 1953, Navor was appointed U.S. Commissioner for the district at Globe, AZ. He later worked as the Globe city attorney.

Navor R Proctor passed away October 1964.
