Son of George Edgar Proctor and Anna Simmons, George Bartlett was born in December of 1888 in California. George B. Proctor is pictured in the 1899 class picture of San Miguel School. He was a telephone tester per the 1910 census. When he was drafted for WWI, he noted he was an electric operator for the South Pacific Railroad. He was also married by 1917.
